Nearly 93 percent of the survivors and victims are yet to receive any compensation from the authorities. According to a research by the Indian Council of Medical Research, residents in 36 wards of old Bhopal had seriously suffered in the gas tragedy. Disregarding this report, the Centre government states that 93 percent of people living in these wards were only temporarily affected.

Protesting this, 5 groups led by the Bhopal Group for Information and Action (BGIA) have called for a Bhopal bandh on October 11th. They have also decided to mark Madhya Pradesh foundation day (November 1st), a 'black day.' The protests represent the public anger on the negligible progress made on the recommendations made by the Empowered Group of Ministers (GoM) last year. The groups and NGOs supporting the shut down are Bhopal Gas Peedit Mahila Purush Sangharsh Morcha, Bhopal Gas Peedit Mahila Stationery Karmachari Sangh, Children Against Dow-Carbide and Bhopal Gas Peedit Nirashrit Pension Bhogi Sangharsh Morcha.
